Governance and Organization of Public Transportation: The STL welcomes the report tabled by Québec’s department of transport

The Société de transport de Laval (STL) welcomes the report on the administration of the Act Respecting the Autorité régionale de transport métropolitain (ARTM) tabled by the Minister of Transport and the Minister Responsible for the Estrie Region, François Bonnardel, this morning at the National Assembly of Québec. The findings are clear on the state of regional public transportation governance five years after the ARTM was created. The report raises significant public transportation governance issues that require changes in how the ARTM operates internally. It also concluded that the ARTM must refocus on its main mission: public transit planning in the metropolitan region.  

“The STL is very receptive to this report, which really highlights the many problems related to the management style and lack of communication, both with public transit authorities and with the municipalities in the region. If we want to have the chance to develop a consistent and high-performing transit network for public transit users, it’s time to implement effective mechanisms and to get stakeholders working together,” said Guy Picard, General Manager of the STL. 

In addition to increased consultation with public transit authorities, the Minister calls on the ARTM to govern with more transparency, particularly with respect to the budget process, and to draw on the recognized expertise of transit authorities. As such, the government recommends that the ARTM adopt a more open style of management to rally and mobilize public transit stakeholders. It also recommended that the roles and responsibilities of the ARTM and the public transit authorities be reviewed to avoid a duplication of expertise, which now creates a lot of red tape.

“The STL is confident that the ARTM’s new Board Chair, Patrick Savard, will take note of the report’s recommendations and implement the measures needed to ensure the success of the new public transit governance. We assure him that he has our full cooperation in refocusing on the ARTM’s mission,” stated Mr. Picard.

In short, the STL expects the ARTM to become a more flexible, smaller, more effective and efficient organization so it can refocus on its primary mission — strategic public transit planning.
