Paratransit Admission
Here you will find all the information you need to apply for paratransit service, whether you are applying for yourself or on behalf of someone you are assisting.
To access the service, you must meet the eligibility criteria established by the Ministère des Transports et de la Mobilité durable in its Paratransit Eligibility Policy.
How to apply
To submit an application, you must provide the following documents:
- Two clear, colour passport‑size photos with your name written on the back
- Proof of age (e.g., a photocopy of your birth certificate or health insurance card)
- A fully completed and signed Application for Paratransit Eligibility form. Complete Part 1 and have Part 2 completed by a healthcare or school professional who has access to the diagnosis of the person applying for paratransit.
You can send your documents by mail or by email. If you submit them by email, you may attach a colour photo as well as a photo of your proof of age.

Would you like to authorize a designated person to act on your behalf and provide information to the STL?
Complete the Power of attorney and authorization to release information form and include it with your paratransit application.
Exemption from assistance at destination
Exemption from assistance at destination
For any customer with an intellectual disability, mental health condition, or other special conditions, the STL is required to note in the customer’s file that assistance at the destination is required. This is a safety measure requiring that a responsible person be present to meet the customer upon arrival.
Customers who are sufficiently independent to be left unattended at all times may request an exemption from this requirement.
If this applies to you, please complete the Attestation of autonomy and authorization to leave a paratransit user unattended at their destination form and submit it with your application.

Application review and response time
Each application is reviewed by a three‑member committee, including:
- A representative from the Société de transport de Laval (the designated administrative officer)
- A representative of the person with a disability
- A representative from the health and social services network
If your application is deemed complete by the designated administrative officer, you will receive a decision within 45 days of its receipt. All decisions are made unanimously by the committee members.
Request for review
If you disagree with the committee’s decision, you may, under certain conditions, exercise your right to request a review by the Review Office.
As provided for in the eligibility policy of the Ministère des Transports, you must inform the admission committee. The committee may then revise your eligibility status or the level of assistance required based on your new situation.
